The appeal site was located within the Local Settlement Boundary and consequently was deemed to have passed the sequential test, as per the Local Plan. The development itself has been designed to be fully flood resilient, raised floor levels and retaining surface water run-offs so as not to make flooding worse elsewhere.

This is a good example of a pragmatic approach being adopted by the Inspector and is in line with the Govt’s proposed White Paper for planning and permission deemed to be granted in ‘Growth Areas’ so long as flood risk is fully mitigated.
